1. The attorney general shall submit a biennial report to the governor and the secretary of state in accordance with section 54-06-04. The report must provide: a. A summary of the types of actions prosecuted or defended by the attorney general on behalf of the state. b. The aggregate cost of prosecuting or defending actions on behalf of the state. c. The amount of fines and penalties collected. 2. The attorney general also shall direct attention to any defect in the practical operations of the law relating to revenue and criminal offenses and shall suggest amendments and changes as in the attorney general's judgment are necessary to subserve the public interest.
