Qualifications of members - Each house to judge

If the qualifications of any member of either house of the legislative assembly are 
challenged, the right of that member to a seat must be determined by the house in which that 
person claims a seat as a member, except an election contest must be determined in 
accordance with chapter 16.1-16.
