Exceptions

The provisions of this chapter do not apply to:
1. Sales of insurance.
2. Sales of goods or services with a purchase price of less than twenty-five dollars.
3. Sales of services provided by a cable television system licensed or franchised by any 
city.
4. Sale of a subscription to or advertising in a newspaper of general circulation.
5. Sales of services or advertising by a broadcaster licensed by the federal 
communications commission.
6. Telecommunications companies regulated by the public service commission under title 
49 or regulated by the federal communications commission.
7. Sales when the seller provides that the consumer may receive a full refund for the 
return of undamaged and unused goods if the consumer requests a refund no later 
than fifteen days after the date the consumer receives the goods and if the seller 

provides the refund within thirty days after the date the seller receives the returned 
goods from the consumer. The return and refund privilege must be disclosed to the 
consumer orally and in writing with delivery of the goods.
8. Sales when the seller provides that the consumer may receive a full refund for a 
cancellation of services if the consumer requests a refund no later than fifteen days 
after the date the consumer receives the services and if the seller provides the refund 
within thirty days after the consumer cancels the order for the purchase of services not 
performed or provides a proportional refund for any services not yet performed for the 
consumer. The return and refund privilege must be disclosed to the consumer orally 
and in writing with delivery of the services.
