The records of facilities licensed , certified, or approved under this chapter and the records of the department and its authorized agents , pertaining to the children or adults receiving care, are confidential but may be disclosed: 1. In a judicial proceeding; 2. To officers of the law or other legally constituted boards or agencies; or 3. To persons who have a definite interest in the well -being of the adults or children concerned, who are in a position to serve their interests, and who need to know the contents of the records in order to assure their well-being and interests.
