Insurance payments by the department

Notwithstanding any other eligibility requirements for human services programs, the 
department, pursuant to rules adopted by the department, may pay health insurance premiums, 
copayments, and deductibles for a person with human immunodeficiency virus infection, or for 
any person maintaining a health insurance policy covering a person with human 
immunodeficiency virus infection if:
1. The payment of premiums, copayments, and deductibles is determined to be a 
cost-effective alternative to the payment of future medical assistance and economic 
assistance costs for that person; and
2. The department determines that the person is otherwise unable to afford the cost of 
the premiums, copayments, and deductibles.
