The department shall enter into an agreement with the North Dakota state university extension service for the design of a program to educate and support individuals at all points within the family life cycle. The program must provide support for families and youth with research-based information relating to personal, family, and community concerns and must contain a research component aimed at evaluation of planned methods or programs for prevention of family and social problems. The program must address the following inter-related topics: 1. Child and youth development. 2. Parent education with an emphasis on parents as educators. 3. Human development. 4. Interpersonal relationships. 5. Family interaction and family systems. 6. Family economics. 7. Intergenerational issues. 8. Impact of societal changes on the family. 9. Coping skills. 10. Community networks and supports for families.
