The planning commission may: 1. Promote public interest in and understanding of the master plan, and for that purpose, it may publish and distribute copies of the plan or of any part thereof or of any report, and may employ such other means of publicity and education as it may determine. 2. Accept and use gifts for the exercise of its functions. 3. By its members, officers, and employees in the performance of their functions, enter upon any land and make examinations and surveys thereof and place and maintain necessary monuments or marks thereon. 4. Exercise such other powers as may be necessary to enable it to fulfill its functions and carry out the provisions of this chapter.
