1. After providing an opportunity for a hearing, the commissioner may: a. Declare as a pest any form of plant or animal life or virus which is injurious to plants, humans, domestic animals, articles, or substances. b. Determine whether pesticides are highly toxic to humans and whether their use should be restricted. c.
