In this chapter, unless the context or subject matter otherwise requires: 1. "Commissioner" means the agriculture commissioner. 2. "Livestock" means horses, mules, asses, bison, cattle, swine, sheep, farmed elk, and goats. 3. "Livestock auction market" means a place or establishment conducted or operated for compensation or profit as a public market or a private buying station, consisting of pens or other enclosures and their appurtenances; in which livestock is received, held, or kept for sale; and where that livestock is sold or offered for sale, at either public auction or private sale.
