State's attorney's endorsement to complaint unnecessary upon violation of

A complaint made for a violation of this chapter does not require the endorsement of the 
state's attorney, but when the court hearing a complaint made is satisfied of the truthfulness of 
the complaint, the court shall issue a warrant.
