Compelling attendance of witnesses and production of books and papers

The commissioner may compel the attendance of persons at hearings before the 
commissioner, and the production of books and papers. The commissioner may examine 
witnesses under oath and may administer oaths. The commissioner's office must file and 
preserve any testimony taken by the commissioner.
