North Dakota Code § 39-16-08

Requirements of one not licensed

In case the driver or the owner of a motor vehicle involved in an accident within this state 
has no license, the person may not be allowed a license until the person has complied with the 
requirements of this chapter to the same extent that would be necessary if, at the time of the 
accident, the person had held a license.
