The director has the authority to collect, analyze, and interpret all physical and economic 
data needed to measure existing and estimated future street and highway traffic characteristics, 
such as, origin and destination, volumes, speeds, accidents, congestion, parking, pedestrian 
use of streets, and the economic loss caused by inferior traffic facilities, including the 
preparation of traffic plans and recommendations.
