North Dakota Code § 16.1-13-35

Eligibility of new residents to vote for presidential electors

A citizen of the United States who, immediately before the citizen's relocation to this state, 
was a citizen of another state and who has been a resident of the precinct for less than thirty 
days before a presidential election, is entitled to vote for presidential electors at the election, but 
for no other offices, if:
1. The citizen otherwise possesses the substantive qualifications to vote in this state, 
except the required residence; and
2. The citizen complies with the provisions of sections 16.1-13-37, 16.1-13-41, and
