special election ballots. Notwithstanding any other provision of law, a county may not submit a measure for consideration of the voters at a primary, general, or special statewide, district, or county election after four p.m. on the sixty-fourth day before the election. A city that has combined its regular or a special election with a primary, general, or special county election, according to the provisions set forth in section 40 -21-02, may not submit a measure for consideration of the voters at that election after four p.m. on the sixty-fourth day before the election.
