1. Except as provided in subsection 2: a. At least two members of a school board must be rural members if a district contains six or more sections of land, has a city within its boundaries, and a district population of two thousand or fewer. b. At least one member of a school board must be a rural member if a district contains six or more sections of land, has within its boundaries a city of more than two thousand but fewer than fifteen thousand, and has at least twenty -five families residing on farms outside the corporate limits of the city but within the district and sending children to school in the district. c. If the taxable valuation of agricultural property in the rural area of a district containing a city is greater than the taxable valuation of the urban area, the majority of the members of the school board must be rural members. d. If the variance in population between the geographic voting areas of a school district is greater than ten percent, all qualified voters in the district may vote for each school board candidate. 2. A reorganization plan under chapter 15.1 -12 may provide for school board membership requirements that are different from those in subsection 1. 3. For purposes of this section, a rural school board member is one who resides on a farm outside the corporate limits of a city or one who resides within a city that according to the latest federal census has a population of two hundred or fewer and is located within a district that has four or more incorporated cities. 4. For purposes of this section: a. "Agricultural property" means property located outside the limits of an incorporated city and zoned agricultural. b. "Rural" means outside the limits of an incorporated city.
