Board of county commissioners to appoint county officers - Exception

The board of county commissioners appointed by the governor, after the members thereof 
have qualified, shall appoint all the county officers of the newly organized county. Such officers, 
after having qualified, hold their offices until the first general election thereafter and until their 
successors are elected and qualified.
