Compensation; budgetary and accounting procedures.

No commissioner shall receive compensation in the form of salary, wages, fees, or other forms of compensation for serving as a commissioner. The joint resolution of the participating local governments shall state the terms relating to the compensation of consultants and staff members employed by the Commission, and reimbursement of expenses incurred by commissioners, consultants, and employees. The Commission is governed by any budgetary and accounting procedures specified by joint resolution.
