Upon the election of a sanitary district board, the board shall employ engineers licensed by this State to make a report on the problems of the sanitary district. The report shall be prepared and filed with the sanitary district board and shall include the following: (1) Comprehensive maps showing the boundaries of the sanitary district and, in a general way, the location of the various parts of the work that is proposed to be done and information as may be useful for a thorough understanding of the proposed undertaking; (2) A general description of existing facilities for carrying out the purposes of the district; (3) A general description of the various plans which might be adopted for accomplishment of the purposes of the district; (4) General plans and specifications for the work; (5) General description of property proposed to be acquired or which may be damaged in carrying out the work; (6) Comparative detail estimates of cost for the various construction plans; and (7) Recommendations.
