(a) The Department may establish and administer a program for the detection and prevention of glaucoma and diabetes and the care and treatment of persons with glaucoma and diabetes. The program may include: (1) Education of patients, health care personnel and the public; (2) Development and expansion of services to persons with glaucoma and diabetes; and (3) Provision of supplies, equipment and medication for detection and control of glaucoma and diabetes. (b) The Commission is authorized to adopt rules necessary to implement the program.
