§ 4-406 Permits; franchises; filing; duty of clerk.  Duplicate\noriginals of every resolution, certificate or other instrument whereby a\nvillage, or any board or officer thereof, grants a franchise, including\na privilege or consent of any kind, to a public service corporation\nshall be executed and deposited with the village clerk; and such\nfranchise shall not be operative for any purposes until so executed and\ndeposited.  The village clerk, upon receiving the same, shall file one\nsuch duplicate in his office with the records and papers of the village\nand shall immediately cause the other to be filed in the office of the\nclerk of the county in which the village is situated.\n
