§ 1233. Clinging to vehicles. 1. No person riding upon any bicycle,\ncoaster, in-line skates, roller skates, skate board, sled, or toy\nvehicle shall attach the same or himself or herself to any vehicle being\noperated upon a roadway.\n  2. No person shall ride on or attach himself to the outside of any\nvehicle being operated upon a roadway.\n  The provisions of this section shall not apply to:\n  (i) vehicles in an emergency operation as defined in section one\nhundred fourteen-b of this chapter; and\n  (ii) farm type tractors used exclusively for agricultural purposes or\nother farm equipment; and\n  (iii) riding on the open, uncovered cargo area of a truck with the\npermission of the operator of such truck; and\n  (iv) vehicles employed by a municipality for local garbage collection;\nand\n  (v) vehicles participating in a parade pursuant to a municipal permit.\n  3. No vehicle operator shall knowingly permit any person to attach any\ndevice or himself to such operator's vehicle in violation of subdivision\none or subdivision two of this section.\n
