§ 31. Court proceedings; preferences; venue. Any action or proceeding\nto which the corporation or the people of the state of New York may be\nparties, in which any question arises as to the validity of this act,\nshall be preferred over all other civil causes except election causes in\nall courts of the state of New York and shall be heard and determined in\npreference to all other civil business pending therein except election\ncauses, irrespective of position on the calendar. The same preference\nshall be granted upon application of counsel to the corporation in any\naction or proceeding questioning the validity of this act in which he\nmay be allowed to intervene. The venue of any such action or proceeding\nshall be laid in the county in which the principal office of the\ncorporation is located.\n
