* § 402. Council membership. 1. The council of transportation\ncoordinating committees is hereby created and shall have as voting\nmembers:\n (a) the Westchester county executive;\n (b) the Putnam county executive;\n (c) the chairman of the Rockland county legislature;\n (d) the Nassau county executive;\n (e) the Suffolk county executive;\n (f) the chairman of the New York city planning commission,\nrepresenting the mayor of the city of New York;\n (g) the commissioner of the New York city department of\ntransportation, representing the mayor of the city of New York;\n (h) the chairman of the metropolitan transportation authority; and\n (i) the commissioner of the New York state department of\ntransportation.\n The foregoing representation of the participating units of government\nis not intended to indicate a proportional or any other kind of\nweighting for voting purposes and such representation shall remain in\neffect only as long as council decisions are reached by consensus as\ndefined in this article.\n 2. Advisory, non-voting membership on the council and on each\ntransportation coordinating committee shall include the federal highway\nadministration, urban mass transportation administration, United States\nenvironmental protection agency, the New York state department of\nenvironmental conservation, and the port authority of New York and New\nJersey.\n 3. Members of all transportation coordinating committees and the\ncouncil may be represented by designated substitutes.
