§ 302. Application for assistance. The commissioner is hereby\nauthorized to receive and review applications from municipal\ncorporations for state aid for municipal projects, and to approve such\napplications, within the amounts appropriated therefor, as are part of\nor consistent with a statewide comprehensive master plan for\ntransportation promulgated by the commissioner and approved by the\ngovernor or, in the absence of any current comprehensive master plan\nsound transportation development policy and planning concepts. The\ncommissioner shall submit copies of any application so approved to the\ngovernor, to the director of the budget and to the office of planning\nservices with such recommendations as he may deem appropriate.\n The commissioner is hereby authorized to prescribe such rules and\nregulations as he may deem appropriate to effectuate the purposes of\nthis article, including but not limited to rules and regulations\ngoverning the form, content and submission of applications by municipal\ncorporations for state aid for municipal projects pursuant to the\nprovisions of this article.\n
