Transfer of appropriations

§ 249. Transfer of appropriations. All appropriations or\nreappropriations for the functions herein transferred heretofore made to\nthe public service commission or the department of public service, or\nsegregated pursuant to law, to the extent of remaining unexpended or\nunencumbered balances thereof, whether allocated or unallocated or\nwhether obligated or unobligated, are hereby transferred to and made\navailable for use and expenditure by the department for the same\npurposes for which originally appropriated or reappropriated and shall\nbe payable on vouchers certified or approved by the commissioner on\naudit or warrant of the comptroller. Payments for liabilities for\nexpenses of personal service, maintenance and operation heretofore\nincurred by the public service commission or the department of public\nservice in connection with the functions herein transferred, and for\nliabilities incurred and to be incurred in completing their affairs in\nrelation to the functions transferred herein, shall also be made on\nvouchers or certificates approved by the commissioner on audit and\nwarrant of the comptroller.\n
