§ 240. Transfer of functions. The functions and powers possessed by\nand the obligations and duties of the public service commission and the\ndepartment of public service pertaining to the regulation of common\ncarriers, bus companies, contract carriers of passengers by motor\nvehicle and contract carriers of property by motor vehicle, including\nsuch commission and department's investigatory and punitive powers\nrelative thereto, and to its transportation division and the functions\nand powers possessed by and the obligations and duties of such\ncommission and department relating to grade crossing elimination\nprojects and the jurisdiction of such commission and department over\nhighway-railroad grade crossings and separation structures delegated to\neither of them by the railroad law or any other law are hereby\ntransferred to the commissioner and the department.\n
