§ 175. Issuance of permanent permit. 1. A permanent permit to operate\nas a contract carrier of property may be issued by the commissioner to\nan applicant with or without hearing, but upon notice to all interested\nparties authorizing such applicant to provide transportation as a\ncontract carrier of property. The application for a permanent permit\nshall be granted if the commissioner finds that:\n  (a) the applicant is fit, willing and able to provide the\ntransportation to be authorized and to comply with this chapter and the\nregulations of the commissioner; and\n  (b) the proposed service to the extent authorized will be consistent\nwith the public interest and the policy declared in section one hundred\nthirty-seven of this chapter.\n  2. No permit issued under this article shall confer any proprietary or\nproperty rights in the use of the highways.\n
