§ 303. Electronic facilitator. 1. The office of information technology\nservices shall be the electronic facilitator and administer this\narticle. In addition to the authority, duties and responsibilities set\nforth in article one of this chapter, the electronic facilitator shall\nhave the authority, duties and responsibilities granted in this article.\n  2. The electronic facilitator shall have the following functions,\npowers, and duties:\n  (a) To promulgate rules and regulations consistent with the provisions\nof this article. In developing rules and regulations, the electronic\nfacilitator shall seek the advice of the attorney general, the state\ncomptroller, the director of budget, government and private entities and\nindividuals as the electronic facilitator deems appropriate.\n  (b) To cooperate with government and private entities and individuals\nin order to assist in the development and implementation of this\narticle.\n  (c) To develop guidelines for the improvement of business and commerce\nby electronic means. Such guidelines shall identify preferred technology\nstandards relating to security, confidentiality and privacy of\nelectronic signatures and electronic records.\n
