* § 103-c. State agency websites; mobile friendly websites. All state\nagency websites, as defined in section two hundred two of this chapter,\nshall offer a mobile friendly form and shall be made available for all\nmobile devices that support such technology, provided that such\nrequirement shall only apply to websites created or modified with\nchanges to form or function after the effective date of this section and\nprior to January first, two thousand twenty-seven, and to all state\nagency websites thereafter. For the purposes of this section, "mobile\nfriendly" shall mean, with respect to a website, that such website is\nconfigured in such a way that such website may be navigated, viewed and\naccessed on a smartphone, tablet computer, or similar mobile device. For\nthe purposes of this section, "changes to form or function" shall mean\nmodifications to the visual presentation, informational organization,\nwebsite infrastructure, or user utility of the website, including but\nnot limited to:\n  1. redesigns of site layout, color schemes, graphics, branding\nelements, or other aesthetic components; or\n  2. integration of dynamic interfaces.\n  * NB There are 2 § 103-c's\n
