§ 95-c. The marine and coastal district of New York conservation,\neducation, and research fund. 1. There is hereby established in the\njoint custody of the state comptroller and the commissioner of taxation\nand finance a special fund to be known as the "marine and coastal\ndistrict of New York conservation, education, and research fund".\n  2. Such fund shall consist of all revenues received pursuant to, and\ndistributed in accordance with, the provisions of section four hundred\nfour-t of the vehicle and traffic law, and all other moneys\nappropriated, credited, or transferred thereto from any other fund or\nsource pursuant to law. Nothing contained herein shall prevent the state\nfrom receiving grants, gifts, or bequests for the purposes of the marine\nand coastal district of New York conservation, education, and research\nprogram as described in section 13-0501 of the environmental\nconservation law and depositing them into the fund according to law.\n  3. Monies of the fund, following appropriation, may be expended only\nfor conservation, research, and education projects relating to the\nmarine and coastal district of New York, as described in section 13-0103\nof the environmental conservation law ("district"), that are approved by\nthe marine and coastal district of New York conservation, education, and\nresearch board ("board") established pursuant to section 13-0503 of the\nenvironmental conservation law.\n  4. Monies of the fund shall be payable from the fund on the audit and\nwarrant of the comptroller on vouchers approved or certified by the\nchairperson of the board. No money from such fund may be withdrawn,\ntransferred, or used by any person or entity for any purpose other than\nas permitted by this section.\n
