Contracts for employee training and organizational development services

§ 136-c. Contracts for employee training and organizational\ndevelopment services. The director of employee relations is hereby\nauthorized to enter into contracts for use by all state departments and\nagencies for services to support employee training and organizational\ndevelopment initiatives. Pursuant to procedures developed by the\ndirector of employee relations in consultation with the state\ncomptroller, agencies shall be permitted to access such contracts\ndirectly in a manner similar to that used for centralized commodity\ncontracts let by the commissioner of general services pursuant to\nsection one hundred sixty-three of the state finance law. Nothing\ncontained herein shall preclude the director of employee relations from\nadherence to New York state bidding requirements or any other law, rule\nor regulation governing the purchase of consultant services. Further,\nnothing contained herein shall restrict or preclude state departments or\nagencies from procuring such training and organizational development\nservices directly without consideration of contracts let by the director\nof employee relations.\n
