§ 33. Meetings. The common council shall hold regular meetings at\ntimes to be determined by it from time to time. The president of the\ncommon council, or a majority of its members, may call a special meeting\nof the common council by causing a written notice thereof, specifying\nthe objects of the meeting, to be served by the city clerk upon each\nmember personally or by mail, directed to his place of residence or\nplace of business, at least twenty-four hours before the time fixed for\nsuch meeting.\n
