* § 445-e. Optional twenty-five year improved benefit retirement\nprogram for dispatcher members. a. Definitions. The following words and\nphrases as used in this section shall have the following meanings unless\na different meaning is plainly required by the context.\n  1. "Retirement system" shall mean the New York city employees'\nretirement system.\n  2. "Dispatcher member" shall mean a member of the retirement system\nwho is subject to the provisions of this article, who is employed by the\ncity of New York as a fire alarm dispatcher, a supervising fire alarm\ndispatcher, level one, a supervising fire alarm dispatcher, level two,\ndirector of dispatch operations, or deputy director of dispatch\noperations.\n  3. "Twenty-five year improved benefit retirement program" shall mean\nall the terms and conditions of this section.\n  4. "Starting date of the twenty-five year improved benefit retirement\nprogram" shall mean the date of enactment of this section.\n  5. "Participant in the twenty-five year improved benefit retirement\nprogram" shall mean any dispatcher member who, under the applicable\nprovisions of subdivision b of this section, is entitled to the rights,\nbenefits and privileges and is subject to the obligations of the\ntwenty-five year improved benefit retirement program, as applicable to\nhim or her.\n  6. "Administrative code" shall mean the administrative code of the\ncity of New York.\n  7. "Accumulated deductions" shall mean accumulated deductions as\ndefined in subdivision eleven of section 13-101 of the administrative\ncode of the city of New York.\n  8. "Optional retirement provisions" shall mean the right to retire and\nreceive a retirement allowance under this section upon the completion of\ntwenty-five years of allowable service as a dispatcher member.\n  9. "Allowable service as a dispatcher member" shall mean (i) service\nas a dispatcher member and all service in the following civil service\ntitles: chief fire alarm dispatcher, administrative fire alarm\ndispatcher, bus operator (transit), train dispatcher (transit),\nfirefighter, police officer, correction officer, fire marshal, probation\nofficer, police communications technician, supervising police\ncommunications technician, principal police communications technician,\npolice administrative aide, senior police administrative aide, emergency\nmedical technician, advanced emergency medical technician, emergency\nmedical service specialist level I, emergency medical specialist level\nII, fire prevention inspector, fire protection inspector, senior fire\nprevention inspector, principal fire prevention inspector, associate\nfire protection inspector, county detective, detective (NYPD), detective\ninvestigator, senior detective investigator, deputy sheriff, senior\ndeputy sheriff, inspector of fire alarm boxes, radio operator, radio\nrepair technician, supervisor of radio repair operations, taxi and\nlimousine inspector, senior taxi and limousine inspector, triborough\nbridge and tunnel officer; and(ii) a member of the retirement system who\nis employed by the city of New York in a title whose duties require the\nsupervision of employees whose civil service title is included in\nsubparagraph (i) of this paragraph.\n  b. Election of twenty-five year improved benefit retirement program.\n1.  Subject to the provisions of paragraphs five and six of this\nsubdivision, any person who is a dispatcher member on the starting date\nof the twenty-five year improved benefit retirement program may elect to\nbecome a participant in the twenty-five year improved benefit retirement\nprogram by filing, within one hundred eighty days after such starting\ndate, a duly executed application for such participation with the\nretirement system, provided he or she is such a dispatcher member on the\ndate such application is filed.\n  2. Subject to the provisions of paragraphs five and six of this\nsubdivision, any person who becomes a dispatcher member after the\nstarting date
