§ 3-a. The comptroller of the state of New York shall, from time to\ntime but not less than once in every five years examine the books and\naccounts of such commission, including the receipts, disbursements,\ncontracts, leases, sinking funds, investment and any other matters\nrelating to its financial standing. In lieu of such an examination, the\nstate comptroller is hereby authorized to accept from such commission an\nexternal examination of its books and accounts made at its request.\n
