§ 1310. Development zones and regions. 1. There are hereby created two\ndevelopment zones to be known as the zone one and zone two. Zone one\nshall include the city of New York and the counties of Nassau, Putnam,\nRockland, Suffolk and Westchester. Zone two shall include all the other\ncounties of the state.\n 2. Each zone shall be divided into development regions. (a) The three\ndevelopment regions in zone one shall be comprised of the following\ncounties:\n (1) Region one shall consist of Putnam, Rockland and Westchester\ncounties;\n (2) Region two shall consist of Bronx, Kings, New York, Queens and\nRichmond counties; and\n (3) Region three shall consist of Nassau and Suffolk counties.\n (b) The six development regions in zone two shall be comprised of the\nfollowing counties:\n (1) Region one shall consist of Columbia, Delaware, Dutchess, Greene,\nOrange, Sullivan and Ulster counties;\n (2) Region two shall consist of Albany, Fulton, Montgomery,\nRensselaer, Saratoga, Schenectady, Schoharie and Washington counties.\n (3) Region three shall consist of Clinton, Essex, Franklin, Hamilton,\nJefferson, Saint Lawrence and Warren counties;\n (4) Region four shall consist of Cayuga, Chenango, Cortland, Herkimer,\nLewis, Madison, Oneida, Onondaga, Oswego and Otsego counties;\n (5) Region five shall consist of Broome, Chemung (east of State Route\n14), Schuyler (east of State Route 14), Seneca, Tioga, Tompkins, and\nWayne (east of State Route 14) counties; and\n (6) Region six shall consist of Allegany, Cattaraugus, Chautauqua,\nChemung (west of State Route 14), Erie, Genesee, Livingston, Monroe,\nNiagara, Ontario, Orleans, Schuyler (west of State Route 14), Steuben,\nWayne (west of State Route 14), Wyoming, and Yates counties.\n
