§ 116. Penalties. Notwithstanding any inconsistent provision of law,\nany person or entity that violates any provision of this chapter, or any\nrule, regulation or order promulgated thereto, or the terms and\nconditions of any license, permit or approval issued thereunder, shall\nbe liable to a civil penalty of not more than twenty-five thousand\ndollars for each violation, and an additional civil penalty of not more\nthan twenty-five thousand dollars for each day during which such\nviolation continues. Any civil penalty may be assessed by the commission\nfollowing a hearing or opportunity to be heard.\n
