§ 66-aa. Interconnection reforms. 1. (a) Within ninety days of the\neffective date of this section the commission shall commence a\nproceeding requiring every electric corporation to file a report with\nthe commission which shall include broken down costs of completed\nupgrades to the electric distribution system required in order to\ninterconnect new distributed energy resources in the prior calendar year\ncategorized by upgrade type and equipment type annually by March\nthirty-first of each year. Such reports shall be accompanied by\nsufficiently detailed supporting documentation as determined by the\ncommission. Costs included in such reports shall be intergrated into\nelectric corporations' efforts to develop distribution upgrade cost\nestimates.\n (b) Electric corporations shall track actual costs of all distribution\nupgrades they perform and disclose such costs to the department and to\nthe distributed energy resource company that paid for the upgrade.\n 2. The commission shall consider proposals to create greater\ncost-certainty for distribution upgrades in order to limit the risk of\ncost overruns, and the commission shall commence a proceeding to\ndetermine whether any such proposal would increase cost certainty for\ndistribution upgrades, would not negatively impact the operation of the\ndistribution system, and would not increase costs to ratepayers. If the\ncommission so determines, and in response to evidence of cost overruns,\nit shall issue an order with respect thereto to increase distribution\nupgrade cost-certainty.\n
