§ 63-ff. Powers of the commission in respect to liquid petroleum\npipeline safety. The commission shall:\n 1. Have general supervision over the safety standards of all liquid\npetroleum pipeline corporations having authority under any general or\nspecial law or under any charter or franchise to lay down and maintain\npipelines, ducts or conduits under or above the surface of any area of\nthe state for the purpose of the conveying, transporting and furnishing\nof liquid petroleum and any other such flammable liquids.\n 2. Examine or investigate the methods employed in the conveying,\ntransporting and furnishing of liquid petroleum in and through the\nstate, and have the power to order such reasonable improvements as would\nbest promote the public interest and preserve and protect the public\nhealth and safety, and in the pursuit of same, establish a basic code of\nliquid petroleum pipeline safety rules and regulations.\n 3. Have the power, either through its members, or inspectors, or\nemployees duly authorized by it, to enter upon and to inspect the\nproperty, pipes, ducts and conduits of any corporation engaged in the\ntransportation of petroleum via pipeline.\n
