§ 135-c. Home conservation plans; eligibility; approval by the\ncommission. 1. After hearing upon reasonable notice, the commission\nshall establish home conservation plans for each utility in accordance\nwith the provisions of this article. Such plans shall be open to\nparticipation by all eligible customers meeting the criteria set forth\nin this article. Such eligibility shall cease June first, nineteen\nhundred ninety-six.\n 2. Participation shall be open to all eligible customers, regardless\nof type of fuel or energy used for space or water heating or cooling.\n 3. Participation shall be limited to individual projects wherein the\namount to be financed is in excess of two hundred dollars. In addition,\nthe estimated cost of such projects must be recovered within seven years\nfrom the savings generated by reduced energy consumption resulting from\nsuch projects; provided however, in the case of heat pumps, solar and\nwind systems, the estimated cost of such projects must be recovered\nwithin fifteen years.\n
