§ 1531. County mosquito control commission; regulations by board of\nsupervisors as to purchases, contracts and expenditures. Such mosquito\nextermination commission shall not pay any accounts or claims, make any\ncontracts or expenditures or purchase any materials, supplies or\nequipment except after compliance with such regulations as may be\nadopted by the board of supervisors with respect to audit, advertising\nor otherwise.\n
