§ 1389. Reports. The commissioner of health shall make an initial\nreport to the governor and the legislature on or before September\nfifteenth, nineteen hundred seventy-eight of his progress and a further\nreport to the governor and the legislature on or before April first,\nnineteen hundred eighty-one.\n
