§ 1385. Legislative intent. Sites formerly operated as landfills to\ndispose of toxic substances are exposing the citizens of the state to\nunnecessary hazards, the duration and extent of which is unknown. To\ndevelop a plan for the alleviation of these conditions, it is necessary\nto conduct a study to determine the extent of such hazards. The\npotential hazard believed to exist at a specific landfill site in the\ncounty of Niagara, has precipitated the need for immediate action to\nauthorize the department of health to undertake such study and to\nconduct a pilot program to evaluate the effect of individual corrective\nsystems in affected residences.\n
