§ 713. Acquisition and transfers of land. 1. Title to any lands,\neasements or rights in land which may be acquired for the authority with\nthe proceeds of bonds issued pursuant to this title shall be vested in\nthe authority.\n 2. Notwithstanding the provisions of any other law, the board of\nsupervisors of any county, the town board of any town, the trustees of\nany village, or the common council of any city, without any election or\nmeeting of the taxpayers or voters or other authorization, is hereby\nauthorized to convey to the authority any land, easement or interest in\nland, including a public highway, which the authority may deem\nnecessary.\n 3. The authority shall have the right to convey to any appropriate\ngovernmental body of the state of New York any approach road in the\nstate of New York, and to any appropriate governmental body of Canada\nany approach road in the province of Ontario, whenever such appropriate\ngovernmental body shall undertake to maintain the same as a public\nhighway.\n
