§ 2799-bb. Definitions. For the purposes of this title, unless the\ncontext otherwise requires:\n 1. "Alternative revenues" means (i) sales and compensating use taxes\nthat the city is authorized by the state to impose and (ii) taxes\nimposed pursuant to section eleven hundred seven of the tax law.\n 2. "Authority" or "New York city transitional finance authority" means\nthe public benefit corporation created by this title.\n 3. "Bonds" means bonds, notes and other evidences of indebtedness,\nissued by the authority.\n 4. "Capital financing need" means a period during which and only the\nextent to which the issuance of bonds in accordance with this title\nwould assist the city in meeting its capital needs as determined by the\nmayor pursuant to section twenty-seven hundred ninety-nine-ff of this\ntitle.\n 5. "City" means the city of New York.\n 6. "Comptroller" means the comptroller of the city.\n 7. "Council" means the council of the city.\n 8. "Director of management and budget" means the director of\nmanagement and budget of the city.\n 9. "Mayor" means the mayor of the city.\n 10. "Project capital costs" or "costs" means costs, appropriated in\nthe capital budget of the city pursuant to chapters nine and ten of the\nNew York city charter, as amended from time to time, providing for the\nconstruction, reconstruction, acquisition or installation of physical\npublic betterments or improvements, or the costs of any preliminary\nstudies, surveys, maps, plans, estimates and hearings, or incidental\ncosts, including, but not limited to, legal fees, printing or engraving,\npublication of notices, taking of title, apportionment of costs, and\ninterest during construction, or any underwriting or other costs\nincurred in connection with the financing thereof.\n 11. "Public corporation" means and includes the city, the state and\nevery public corporation as defined in the general construction law.\n 12. "Revenues" means the tax revenues and all aid, rents, fees,\ncharges, payments and other income and receipts paid or payable to the\nauthority or a trustee for the account of the authority.\n 13. "Speaker" means the speaker of the council, elected pursuant to\nthe rules of the council.\n 14. "State" means the state of New York.\n 15. "Tax revenues" means the taxes paid or payable to the authority\npursuant to subsection (d) of section eight hundred seventy-three, or\nsection thirteen hundred thirteen, of the tax law and such other\nrevenues as the authority may derive directly from the state from taxes\nimposed by the city or the state and collected by the state.\n
