§ 1956. Construction and purchase contracts. The provisions of law\nrelating to the requirement of public bidding with respect to the\nconstruction of public facilities or projects shall not be applicable to\nthe acquisition, construction, reconstruction, improvement, maintenance,\nequipping and furnishing of projects authorized by this title.\n
