Affordable residential green building program

§ 1872-a. Affordable residential green building program.\nNotwithstanding any law, rule or regulation to the contrary, the\nauthority shall establish and administer a program pursuant to standards\nand criteria established by the authority which would provide\ninformation and resources including technical assistance, access to\nindustry standards, and financing available through the authority or\nother public or private sector sources, to developers, builders, design\nprofessionals, and potential owners for the construction of new\nresidential buildings which are affordable. Such resources shall be\navailable based upon the use of design and building techniques\nestablished by the authority which promote integrated design practices\nfor new construction smart growth and smart planning, the reduction of\ngreenhouse gas emissions, achieve energy efficiency and reduce energy\nconsumption, encourage the incorporation of environmentally responsible\nproducts, promote the efficient use of all heating fuels and natural\nresources, reduce waste and promote a healthy indoor living environment\nwhile maintaining affordability for household incomes as provided in\nthis section. The authority shall create and maintain guidelines to\nestablish affordable green residential building standards and criteria,\nand to connect potential owners, builders, developers, and design\nprofessionals associated with the construction of residential buildings\nwith resources for financing, best practices for construction, and other\ninformation to achieve these standards and criteria for implementation\nof such program.  The authority shall prepare an annual report on such\nprogram which shall be posted on the authority's website.\n
