§ 1475-e. Contract for employees. 1. The authority is hereby\nauthorized to enter into a contract under which the contractor would\nprovide employees to the authority for the purpose of operation and\nmaintenance of the projects of the authority. The authority shall not\nbegin operation of any project until such a contract shall be in force.\nSuch contract shall provide that all employees engaged in the operation\nand maintenance of any authority project shall be employees of the\ncontractor and not employees of the authority, and such employees shall\nreceive their total compensation and employee benefits directly from the\ncontractor. Except for titles that would be determined to be management\nor confidential pursuant to title fourteen of the civil service law, the\nauthority shall have no employees other than the employees of the\ncontractor pursuant to the contract referred to in this section.\n 2. Every contract entered into under subdivision one of this section\nshall require that the wages to be paid to any employees engaged in the\noperation and maintenance of any authority project shall be not less\nthan wages that are comparable to those paid to employees doing similar\nwork in the city of Syracuse.\n
