§ 1199-xx. Effect of inconsistent provisions. Insofar as the\nprovisions of this title are inconsistent with the provisions of any\nother law, general, special or local, or of any charter or any local\nlaw, ordinance or resolution of the county or other municipality, the\nprovisions of this title shall be controlling, provided that nothing\ncontained in this section shall be held to supplement or otherwise\nexpand the powers or duties of the authority otherwise set forth in this\ntitle. Nothing contained in this title shall be held to alter or abridge\nthe powers and duties of the department of environmental conservation or\nthe department of health.\n
