§ 1199-a. Definitions. As used or referred to in this title, unless a\ndifferent meaning clearly appears from the context:\n 1. "Authority" means the corporation created by section one thousand\none hundred ninety-nine-c of this title.\n 2. "Bonds" means the bonds, notes or other evidences of indebtedness\nissued by the authority pursuant to this title, and the provisions of\nthis title relating to bonds and bondholders shall apply with equal\nforce and effect to notes and noteholders, respectively, unless the\ncontext otherwise clearly requires.\n 3. "Civil service commission" means the civil service commission of\nthe county.\n 4. "Comptroller" means the comptroller of the state.\n 5. "Construction" means the acquisition, erection, building,\nalteration, improvement, increase, enlargement, extension,\nreconstruction, renovation or rehabilitation of a water, sewerage or\nwater and sewerage system, as the case may be; the inspection and\nsupervision thereof; and the engineering, architectural, legal, fiscal\nand economic investigations and studies, surveys, designs, plans,\nworking drawings, specifications, procedures and other actions\npreliminary or incidental thereto.\n 6. "Cost" as applied to any project, includes the cost of\nconstruction, the cost of the acquisition of all property, including\nreal property and other property, both real and personal and improved\nand unimproved, the cost of demolishing, removing or relocating any\nbuildings or structures on lands so acquired, including the cost of\nacquiring any lands to which such buildings or structures may be moved\nor relocated, the cost of all systems, facilities, machinery, apparatus\nand equipment, financing charges, interest prior to, during and after\nconstruction to the extent not paid or provided for from revenues or\nother sources, the cost of engineering and architectural surveys, plans\nand specifications, the cost of consultant and legal services, the cost\nof lease guarantee or bond insurance and the cost of other expenses\nnecessary or incidental to the construction of such project and the\nfinancing of the construction thereof, including the amount authorized\nin the resolution of the authority providing for the issuance of bonds\nto be paid into any reserve or other special fund from the proceeds of\nsuch bonds and the financing of the placing of any project in operation,\nincluding reimbursement to the county, or any municipality, state\nagency, the state, the United States government, or any other person for\nexpenditures that would be costs of the project hereunder had they been\nmade directly by the authority.\n 7. "County" means the county of Rensselaer.\n 8. "County executive" means the county executive of the county.\n 9. "County legislature" means the county legislature of the county.\n 10. "District" means the Rensselaer county water and sewer district\ncreated by section one thousand one hundred ninety-nine-b of this title.\n 11. "Distribution system" means the water facility or facilities\nemployed to deliver water from a transmission facility, or where there\nis no transmission facility, from a supply facility, to the ultimate\nconsumers of such water.\n 12. "Governing body" means the members of the authority constituting\nand acting as the governing body of the authority.\n 13. "Municipality" means any county, city, town, village, improvement\ndistrict under the town law, any other such instrumentality, including\nany agency, or public corporation of the state, or any of the foregoing\nor any combination thereof.\n 14. "Person" means any natural person, partnership, association, joint\nventure or corporation, exclusive of a public corporation.\n 15. "Project" means any water facility, sewerage facility or water and\nsewerage facility.\n 16. "Properties" means the water, sewerage and water and sewerage\nsystem or systems of the authority, whether situated within or without\nthe territorial limits of the district, including t
